Supervisory Management and Program Analyst

Lead and/or participate in re engineering of business processes and make recommendations on information management and industry business best practices which add value in achieving mission goals. Develop long-range operating plans, strategic plans, and operating budget plans and provide advice on budget formulation, execution matters. Perform contract administration functions including determination of allowable costs, contractor payouts, cost/price analysis, contract terms and approval of contract changes. Provide management for the day to day activities of Information Technology support service personnel to ensure information management and technology strategies align with mission goals. Prepare correspondence and documentation to senior officials for presentation to Congress, Department of Energy and Office of Management and Budget to provide objective, balanced viewpoints and to justify and defend programs. Plan work to be accomplished by subordinates and evaluate work performance of subordinates and appraise performance; provide advice, counsel, or direction to employees on both work and administrative matters. Specialized experience for this position is defined as:
Leading or facilitating overall information management, information technology and business systems development in support of program or project goals and objectives for a department or program; Executing financial management activities including strategic planning, programming, cost or price analysis, budget formulation and execution and financial reporting for an organization. Administering and managing a strategic IT plan to define short- and long-range goals to ensure alignment with the vision, mission and values of an organization. Ability to provide guidance and advice to officials, managers, and other professionals. Ability to communicate, orally and in writing, within a broad customer base. Ability to exercise supervisory responsibilities and to direct and administer a team required to perform administrative and project management activities. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
