Management and Program Analyst

As a Management and Program Analyst, you will:
Provide support to the Director in planning and implementing the Office programs with specific responsibility for day-to-day operations and integration of program activities and therefore must have expertise in monitoring and tracking assigned actions and informing others of status, recommends appropriate courses of action, seeks opportunities to improve proposed responses and provide independent evaluation of replies to ensure they are responsive, thorough, comprehensive, supportable, and timely. Participate in key decision-making activities in support of the Office's mission activities. Assess the impact of prior reviews and make recommendations on current and future EA program priorities. Analyze the effectiveness of EA synthesis of independent assessments findings (classified and unclassified) with enhanced DOE safety and security training programs and its impact on improved worker protection. Manage the development and implementation of improved methods for using databases and communicating information (e.g, data mining and display capabilities); and provide these capabilities to senior EA managers and technical staff. Report directly to the Director, regarding strategic direction, and on matters that have complex-wide policy and/or DOE line program implications. Advise EA senior management as directed on substantive developments of work activities in the form of briefings and background information for the Director on programs, work activities in the form of briefings and background information for the Director on programs, plans, analyses, and strategies; and support the Director on major technical and program committees. SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Conducting analytical studies and research of key functional areas to evaluate causes of performance issues across functional and/or programmatic areas to develop alternative solutions to assist in management's decision-making. Collecting information generated from operations and analyzing the information to determine patterns and adverse trends on assigned programs. Managing development and implementation of improved methods for using databases and communicating information based on interactions with customers to ensure successful functioning of newly implemented systems or procedures. Providing analysis of formal recommendations to determine if the recommendations are sufficiently based on established facts and known circumstances to ensure that policy and program issues involved are presented fully and correctly. Representing the organization during meetings and identifying issues or problems, seeking alternative solutions to develop, modify and implement new processes, procedures, and/or operations gaining acceptance in order to achieve required support for organization mission. Developing, implementing and evaluating new or modified management and program policies, regulations, goals, or objectives. Skill in analytical procedures and methods, and the application of such, in order to conduct studies evaluate the causes of performance issues for commonality across functional or programmatic areas. Ability to work closely with cognizant program office staff and managers and possess skill and experience in establishing and maintaining effective relationships with representatives from DOE Headquarters and Field Offices, contractors, laboratories, and other Federal agencies. Mastery of a wide range of quantitative and qualitative methods, general management and program/project management principles, analytical techniques and review processes, and skill in applying and adapting them, for assessing and improving programs and organizations. Skill in analyzing, providing comprehensive advice, and developing appropriate recommendations on issues or problems that have a significant degree of complexity due to breadth of the assignment's boundaries and/or the evolving nature of those boundaries. Skill in effectively communicating complex subjects, both orally and in writing, to senior-level management and officials both within the organization as well as external organizations. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
