General Engineer

As a GS-14 full performance level Mechanical Engineer / Nuclear Engineer, you will:
Serve as an expert advisor and provide leadership for extensive DOE engineering efforts. Plan, organize and manage development efforts that are broad in scope and that lack engineering precedents for critical phases of the engineering project. Assess and demonstrate the effectiveness of new concepts and ideas, and evaluate technological trends for application to DOE projects/programs. Formulate overall engineering concepts and provides leadership for broad and complex DOE engineering programs that advance the DOE mission. Explain, interpret, justify, defend and implement DOE policy and projects. Negotiate cost-sharing and other contractual terms with appropriate participation by procurement offices, Office of General Counsel, and patent counsel on projects involving millions of dollars annually. Serve as a technical expert and advisor, lending expertise and providing advice to multiple stakeholders who have divergent, opposing or conflicting opinions. Assess and demonstrate the effectiveness of new concepts and ideas, evaluate technological trends and establish the more promising approaches for achieving highly significant advancements. Oversee and advise on the design, development, acquisition, construction, testing, evaluation, operation, maintenance and safety of DOE facilities for the purpose of improving engineering practices and protecting the environment and the general public. Develop and provide implementing guidance for technically complex engineering systems, projects and programs designed to solve novel and challenging DOE engineering management problems that exist in different settings across the entire DOE organization. Serve as recognized expert in the assigned engineering effort to DOE and other agencies and private organizations on technical problems, and the latest developments and trends. Represent DOE and assigned organization on interagency task forces, committees, and other groups or conferences relating to technical and policy issues. Work closely with other Federal, State and local government agencies, private sector and non-profit groups to identify opportunities for cooperation on engineering initiatives related to identifying new and managing existing energy resources. Provide independent technical evaluation of various aspects of the Versatile Test Reactor Project, e.g., design of experiments supporting advanced reactor technologies (molten salt, gas-cooled, lead-cooled, and sodium-cooled), structural materials testing, and rabbit systems; all aspects of the design and construction of an advanced reactor, e.g., digital engineering and virtual design/construction, and instrumentation and controls, and supporting mechanical, safety and heat transfer system; provide project management work, especially for significant and high-emphasis critical components, e.g., fabrication of driver fuel, fuel handling equipment, control rod drives, intermediate heat exchangers and experiment handling equipment; develop and revise NE technology program planning guidance and instructions; provide consultative and expert advisory services to NE offices, contract engineering firms, other industry groups, and other Federal entities, on NE requirements and criteria; and serve on various scientific and engineering committees internal and external to NE. Providing expert consultative service to the management of major development programs in the design and development of nuclear powered reactor systems and components. Knowledge of project management principles, methods and practices to effectively manage or lead engineering projects of significant size, scope and complexity. Mastery of, and skill in applying, advanced theories, concepts, and principles practiced in the science of professional mechanical engineering (e.g., machine design, fluid dynamics, thermodynamics, and heat transfer); AND/OR Mastery of, and skill in applying, advanced theories, concepts, and principles practiced in the science of professional nuclear engineering; design standards, industry codes, and techniques, as well as engineering disciplines and concepts applicable to the design, construction and operation of nuclear reactors. Skill in both oral and written communication to develop and present complex engineering information to audiences comprised of technical experts and non-technical persons. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
