As Management Analyst you will:
Provide expert trending and analysis of ES&H information that allows senior management and other ES&H managers and staff to focus policy and/or assistance activities. Perform analysis on complex-wide issues based on operating events and various relevant data streams/databases such as Occurrence Reporting and Processing System (ORPS), Suspect/Counterfeit and Defective Items (S/CI-DI), Computerized Accident Incident Reporting System (CAIRS), Non-Compliance Tracking System (NTS), Radiation Exposure Monitoring System (REMS), Defense Nuclear Facilities Safety Board reports, the Nuclear and Corporate Safety Dashboards, and Independent Oversight findings. Assist with development and maintenance of the Suspect Counterfeit and Defective Items (S/CI-DI) requirements, guidance and standard operating procedures, and work with AU-32 on updating DOE Orders, Standards and handbooks associated with S/CI-DI. Maintain the S/CI-DI database, distribute DOE relevant information through preparation of Data Collection Sheets (DCSs) to the S/CI-DI POCs and counterparts throughout DOE and supports approval of S/CI-DI registrations to assure appropriate DOE elements have access to the information. Review technical and policy documents (e.g., DOE and national consensus standards; DOE Directives; ORPS reports; reports of AU and DOE Line Program safety and health assessments reports) and provide guidance on S/CI-DI reporting, safety and health matters to AU-23 Director and management. Assist in the implementation and management of the DOE Accident Investigation and Prevention to the AIP program manager. Participate, as requested, in projects staffed with DOE and contractor technical experts related to Integrated Safety Management Performance and S/CI-DI identification, control and disposition. Project teams typically consist of one or more DOE employees and one or more contractor personnel, representing such occupations as engineers, nuclear engineers, industrial hygienists, safety and occupational health managers and specialists, and environmental, etc., concentrating on environmental management, safety and health, and/or nuclear safety programs for DOE operations. SPECIALIZED EXPERIENCE A qualified candidate's online application must demonstrate at least one year of specialized experience equivalent to the next lowest grade in the Federal Service (GS-13). Specialized experience for this position is defined as:
Experience in assessing the day-to day operational and safety performance of organizations in the field with experience in being an advisor in the matter of worker and public safety issues associated with the operations at sites and facilities. Experience in performing trending and analysis of Environment, Safety and Health (ES&H) events, from which the results lead to potential lessons learned, and facilitate continuous improvement in mission performance, safety and quality. Experience in using a wide range of methods for the assessment and improvement of program effectiveness with working knowledge of current databases used for reporting policies, requirements, and procedures. Experience with the development and maintenance of the Suspect Counterfeit and Defective Items (S/CDI) requirements, guidance and standard operating procedures, especially related to reporting evaluating, controlling and disposition S/CI-DI. Ability to use good oral and written communication skills to organize ideas and present findings with supporting criteria for specific issues, and to prepare material complicated by short deadlines and limited information. And apply effective oral communication techniques to explain, justify, or discuss issues requiring a logical presentation of appropriate facts and information or analysis. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
