Budget Analyst

As a Budget Analyst, you will:
Provide analysis of budgetary processes. Plan, organize and execute a long-range, multimillion dollar budget and ensure effective integration of program and budget planning. Provide leadership to analysts conducting a wide variety of high level, complex analyses; provide advice and guidance to senior management officials; provide interpretations of Congressional legislation and DOE and OMB policies and precedents; and recommend changes in funding and budget plans. Evaluate and approve methods for the preparation of budget or program spending forecasts; provide technical guidance to improve the accuracy of projections; and provide analyses of the effects of budgetary actions of assigned programs/projects/initiatives and objectives. Exercise leadership in fiscal year budget preparations and implementation; oversee development of annual operating plans and recurring reports; and provide oversight of program budgeting activities. Manage the execution of approved budgets; review, design and advocate corrective actions; keep senior program management officials informed on the status of the program's financial health and status of funding levels; and review/recommend approval/disapproval or modification of requests for supplemental appropriations, requests for reprogramming apportionments, and allotments. Manage preparation of program and budget briefings; represent program office at budget reviews and briefings; present, justify and defend budgetary strategies, justifications and decisions; and manage modifications to budget plans. Specialized experience for this position is defined as:
Performing budget planning and development, budget formulation, and budget presentations to track the status of the program's financial health and status of funding levels Coordinating budget analyses, maintenance of budget databases and execution activities for control purposes. Presenting final budget reports with justifications for review and approval to senior management for approval. Mastery of the concepts, principles, practices, laws, and regulations of budgeting and financing for DOE mission-related programs and services sufficient to analyze national level programs and/or exceptionally large and complex programs. Skill in applying expert knowledge of the financial and budgetary relationships between the subordinate and the most senior level of financial management and budgeting within DOE sufficient to review, analyze, revise, and recommend approval, disapproval, or modification of budget requests and justifications. Skill to analyze, combine, and consolidate budget estimates from different program organizations into a budget document that reflects the balanced, multi-year funding needs of highly complex, multi-year, multimillion dollar DOE-wide programs. Mastery of budget formulation, justification, and execution to serve as the technical authority on budget matters in these areas and to negotiate and present the budget to DOE officials at higher levels, as well as officials outside of DOE if required. Mastery level knowledge and skill to develop, recommend, and implement budgetary and financial policies; and interpret and assess the impact of new and revised Congressional legislation, Executive Orders, DOE and OMB guidance, directives, policies and precedents relative to the formulation and execution of DOE budgets and program viability and attainment of DOE objectives. Skill in developing new methods and techniques to accurately forecast long range funding needs. Skill in effective/persuasive oral/written communication to negotiate, make presentations and represent the assigned program in various budget forums to address budgetary issues and to justify or defend the budgetary approach and strategy. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
