Information Technology Cybersecurity Specialist

As an Information Technology Cybersecurity Specialist, you will:
Collaborate with senior executives, departmental and contractor managers and staff in scheduling, planning, coordinating, and implementing the Independent Oversight Cybersecurity Assessment Program. Provide direction and oversight on agency cybersecurity and other related information Technology (IT) strategies, policies and programs in the context of current and emerging Federal law, guidance, priorities and initiatives. Plan and conduct cybersecurity assessments and network penetration testing of geographically dispersed and operationally diverse DOE facilities. Participates as the team leader, technical team leader, or subject matter expert in these assessments. Ensure timeliness and quality standards are met; provide technical advice, counsel, and instruction on complex cybersecurity issues and network penetration testing; and develop individually and/or as part of a team reports which assess the integrity of DOE computer networks and the effectiveness of network intrusion monitoring, support strengths and weaknesses resulting from review activities related to IT cybersecurity systems and/or operations, serves as an IT Cybersecurity Program Manager, translating broad cybersecurity concepts and objectives into projects and programs developed for and used by DOE to support its programs and projects. Participate in the collection and analysis of technical and management data associated with DOE cybersecurity programs. Make authoritative determinations on issues associated with implementation of cybersecurity policy and requirements in general and specific situations. Maintain continued technical liaison with the appropriate staff elements throughout the DOE, other Federal entities, private industry, and with key representatives at facilities of security interest to exchange information in connection with cybersecurity requirements. Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Participating, as a technical authority, in network penetration activities conducted as part of cybersecurity assessments to address complex cybersecurity issues. Collecting and analyzing technical and management data associated with cybersecurity programs to determine trends in cybersecurity activities. Initiating, directing and participating in the full life cycle of cybersecurity assessments to maintain quality and mitigate risks. Preparing various reports, briefings, summaries, assessment guidance, and progress reports pertaining to this assessment results, trends, and other cybersecurity related information. GS-15:

Analyzing trends in cybersecurity to determine systemic issues and underlying causal factors. Planning and conducting cybersecurity assessments and network penetration testing to develop and improve cybersecurity programs to meet current and future mission needs. Briefing top level agency security and subject-matter managers on new developments and advances in security techniques and recommend methods for enhancing efficiency of security systems through modifications and applications of evolving technology. Demonstrating expert knowledge of statutes, federal regulations and requirements relating to cybersecurity to assess conformance of security programs with required and accepted technical and management practices and procedures. Extensive knowledge and ability to interpret Federal laws, regulations and policies regarding the development and implementation of automation systems. Mastery of information technology and related cybersecurity issues to enable incumbent to effectively lead technical experts on assessments. Knowledge of information security principles and practices. Knowledge of statutes, federal regulations relating to cybersecurity to determine and measure conformance with required and accepted technical and management practices and procedures. Ability lead, guide, direct and advise teams engaged in the conduct of assessments and inspections and in the analysis and study of cybersecurity programs related issues. Expert knowledge and skill to represent the agency in oversight matters in inter-agency meetings, conferences, land/or task groups. Expert knowledge and skill to develop new and innovative approaches to the cybersecurity programs and to apply new developments. Skill in oral and written communications. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
