Industrial Hygienist

As a Industrial Hygienist, you will:
Lead or assist in the development, revision, and coordination of Departmental worker safety and health Rules in accordance with the Administrative Procedures Act (e.g., 10 CFR 835, 850, 851, 707) as well as Departmental directives and technical standards. Develop and coordinate AU responses to variance requests from requirements in 10 CFR 851; provide overviews of ongoing activities; develop, coordinate and revise Departmental rules directives, and technical standards; and plan and develop guidance documents supporting worker safety and health policies. Work with health and safety professional staff and counterparts in other Federal agencies to ensure an integrated approach toward developing policy and technology needs, priorities, and implementation plans and provide expert advice and assistance to senior management and other managers and staff across the Department of Energy (DOE) complex. Serve as a senior safety and health expert representing the agency at national and international meetings, conferences, and committee activities; responsible for interfacing with other Departmental organizations in developing and reviewing regulatory initiatives and approaches; and provide a lead role in liaison with federal, state and local government agencies (e.g., OSHA, NIOSH, NRC) and the private sector concerning occupational safety and health matters affecting DOE activities and facilities. Independently carry out special studies of safety and health issues of a highly focused and complex nature; provide analysis to the Office Directors and outside organizations; provide specific technical assistance, advice and program consultation to DOE sites and employee/employer groups and associations; perform appraisals and reviews; and participate on, assemble, and lead teams providing technical assistance to Program Office and the field to enhance and accelerate the implementation of worker safety and health policies. Establish and maintain a continuing liaison and cooperative relationships with DOE organizations, occupational safety and health organizations, and professional organizations; develop responses to inquiries from Congress, the public, and the press about worker safety and health; and advise management on the actions needed to resolve these inquiries, and on actions need to resolve other unplanned issues concerning worker safety and health. Specialized experience for this position is defined as:
Experience in developing, planning, and evaluating the effectiveness of occupational safety and health policy and worker safety and health programs; experience providing technical advice, guidance, and assistance relative to site safety and health regulations/requirements. Experience providing support to assure effective implementation of worker protection policies and directives. Planning and conducting vital agency worker, safety and health programs. Experience in providing assistance and support for effective implementation of worker safety and health requirements such as leading or serving on a team in conducting assessments and peer reviews. Knowledge of Occupational Safety and Health Administration standards (i.e., 29 CFR 1910, 1926, and 1960); Health hazards associated with exposure to chemical and physical hazards; and sampling and analysis of hazardous industrial contaminants. Knowledge of other Federal and state industrial and construction safety and health requirements and procedures (i.e., DOE, OSHA, EPA, and NRC) in order to provide implementation assistance for conformance with required and accepted safety and health practices and procedures applicable. Knowledge of national occupational safety and health laws, policies, regulations, standards, operational directives and methodologies, in order to plan and carry out DOE complex wide programs or providing guidance, direction and technical assistance to DOE federal and contractor organizations. Evaluate occupational safety and health programs involving workers engaged in diverse high hazard and high safety risk industrial operations where standards are often not directly applicable, inappropriate, lacking or are contested, (e.g., chemicals, metal presses, noise, or electrical systems in hazardous locations). Knowledge of developments in new and changing industries and industrial processes presenting high hazard risks to workers (beryllium, asbestos, silica, noise, lead, radiological contamination, etc.) to effectively advise, counsel and assist DOE federal and contractor organizations in modifying their concepts, programs, methodologies, standards and regulations, to assure maximum protection to workers. Knowledge of and skill in communication and public relations techniques sufficient to effectively represent the office at conferences, meetings and consultations with sites, employer/employee groups, unions, national industry organizations, and special interest groups concerning DOE worker safety and health policy objectives and issues. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
