As a Security Specialist, you will:
As the Facility Clearance and Approval Operations Manager, develop and implement the Headquarters policies and procedures for establishing facility clearances. Initiates and monitors the progress of access authorizations for Key Management Personnel (KMP) and Facility Security Officers of companies receiving Headquarters facility clearances. Approves all facility data and approval information for newly created facilities, coordinates and directs revisions for changes to contractor and Other Government Agency (OGAs) concerning the recordation of classified mailing addresses. Serves as the DOE Headquarters reciprocity liaison for OGAs entering into agreements to serve as the cognizant security agency for their classified activities with contractors, or to request their acceptance of security cognizance for DOE activities with their contractors. Serves as the Headquarters Security Officer for contractor Facility Security Officers, providing security awareness and OPSEC material to Headquarters contracting facilities. Coordinates interaction between Headquarters security and the Headquarters procurement for establishing verification procedures of facility clearances, and FOCI status on companies bidding on contracts that require access authorizations. Serves as the Headquarters representative to the DOE FOCI, Facility Clearance and Approval, and the Safeguards and Security Information Management System programs, instrumental in developing policies and procedures for implementation agency wide. SPECIALIZED EXPERIENCE REQUIREMENTS SPECIALIZED EXPERIENCE REQUIREMENTS:
For the GS-13 grade level, a qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position is described as:
Having experience leading or managing security programs in one or more of the fields listed below that included conducting threat assessments and program assessments at an advanced level; writing and developing policies and procedures; and working directly with senior managers as the subject matter experts:
(1) foreign national access to technology and government site developing policies; (2) export control and compliance policies and procedures were developed, as well as technology control plans developed; (3) counterintelligence threat assessments are developed and applied to facilities, and policies and procedures developed to mitigate the threats; (4) broad information protection policies and procedures are developed and protection measures specified for the specific environment. KSA 3 Knowledge sufficient to advise senior level organization officials and program managers and represent the organization on new developments and advances in specialized security techniques. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
