Lead Nuclear Engineer

As a Lead Nuclear Engineer, you will:
Ensure organization's strategic plan, mission, vision and values are communicated to the team and integrated into the team's strategies, goals, objectives, work plans, products and services. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Coaches the team in the selection and application of appropriate problem solving methods and techniques, provides advice on work methods, practices and procedures, and assists the team and/or individual members in identifying the parameters of a viable solution. Identify, distribute, and balance workload and tasks among the team in accordance with established work flow, skill level and/or occupational specialization and make adjustments to accomplish the workload in accordance with established priorities to ensure timely accomplishment of assigned team tasks. Ensure each team member has an integral role in developing the final team product; trains or arranges for the training of team members; monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work; and serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. SPECIALIZED EXPERIENCE REQUIREMENTSGS-15:
To qualify you must have a least 1 full year of specialized experience equivalent in difficulty and complexity to the GS-14 level in the Federal service that has equipped you with the particular knowledge, skills, and abilities to perform successfully in this position. This experience may have been gained in a non-Federal service position. Specialized experience for this position is defined as:
Managing research and development (R&D) activities to provide technical and economic basis for continued long-term operation of existing light water reactor (LWR) nuclear power plants. Overseeing and managing NE-funded Integrated Energy System programs to expand capabilities of LWRs/SMRs beyond electricity generation. Articulating team assignments, projects, problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Providing oversight to develop annual budget process and hold team accountable for financial performance of assigned projects, including periodic reviews of individual budget allocations, resolution of funding need/availability disparities, and control of expenditures; supporting development of program budgets, out-year funding plans, annual operating plans, including documentation, justifications, testimony, and inquiry responses. Maintaining program reference materials, project files and relevant background documents Leading evaluation of technical partnership and/or collaboration project justifications, budgets, and schedules, goals, metrics and plans, preparing annual budget requirements and justification; directing and evaluating performance of tasks, including activities such as interface with power generation companies, reactor vendors, architect-engineering companies, and other industry groups, or assessing SMR market potential and interpreting policy and regulatory directives/issues, and support appropriate R&D and cost-share activities for licensing and deployment of advanced LWR reactor concepts Your application and resume should demonstrate that you possess the following knowledge, skills and abilities (KSAs). Expert knowledge of the organizational policies and programs of NE, other relevant Federal agencies, and industry organizations concerned with nuclear issues; in order to review and evaluate program objectives and carry out assigned activities and projects. Knowledge and skill in the application of fiscal and administrative policies, procedures, and practices sufficient to manage or assist in the management of technical programs. Comprehensive knowledge of nuclear safety regulation, policies, and procedures to ensure that health and safety features and precautions are considered in recommendations regarding the full range of nuclear power systems. Skill in development and presentation of written and oral presentations of complex technical and program information on R&D program objectives to; professional and policy making audiences (e.g., executives, managers, researchers, engineers) in NE, DOE, other agencies, contractor firms, interest groups, and the general public; and to brief other professionals as to conclusions and recommendations. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
