Budget Analyst

As a Budget Analyst, you will:
Serve as the primary point of contact for the Deputy Assistant Secretary for Spent Fuel and Waste Disposition. Provide advice and guidance to senior agency management officials on the Federal budget process and compliance with agency budget guidance specifically. Evaluate and approve methodologies used in the preparation of budget or program spending forecasts and provides technical guidance to improve the accuracy of projections. Provide long-range analyses of the potential effects of budgetary actions on assigned agency programs/projects/initiatives and objectives. Develop and apply innovative criteria to evaluate the progress and cost effectiveness of program plans, goals, and objectives. Resolves issues from continually changing program objectives, plans, and requirements resulting from new legislation, revised policies, conflicting program and budgetary requirements. Present, justify and defend budgetary strategies, justifications and decisions to senior agency management officials and/or staff. Manages modifications to long range budget plans to ensure alignment with changes in Agency, Congressional and Presidential program goals. Provide budget formulation, development of management-level budget presentation requirements; coordination of budget execution analyses; maintenance of budget databases for budget formulation. Specialized experience for this position is defined as:
Experience in the budget planning and development, budget formulation, budget presentation requirements; coordination of budget analyses; maintenance of budget databases and execution activities for control purposes. Knowledge of budget formulation, justification, and execution to serve as the technical authority on budget matters in these areas and to negotiate and present the budget at higher level Skill in effective/persuasive oral/written communication to negotiate, make presentations and in various budget forums to address budgetary issues and to justify or defend the budgetary approach and strategy. Ability to provide budgetary data costs, obligations, and expenditures shown on a variety of unrelated forms, schedules, and reports that are produced under different criteria and at different times. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
