Information Technology Specialist

As a full performance level, GS-2210-13, Information Technology Specialist (INFOSEC), you will:
Perform duties across specialized IT functions, which may include cybersecurity, network architecture, project management, data management, systems administration, and policy planning. These tasks include serving as the lead for projects, tasks, working groups, and daily activities with responsibility for analyzing, managing, or performing work necessary to plan, design, develop, acquire, document, test, implement, integrate, maintain, or modify systems and services. Ensure continuity in operations and the rigorous application of information management/information security/cybersecurity policies, principles, and practices in the delivery of planning and management services. Develop and maintain high-level cybersecurity awareness for the organization, maintain a general awareness and understanding of cybersecurity and security concerns and issues, such as the processing environment and architecture, training certification, trends, and technical problems. Maintain a broad scope of technical expertise and knowledge on current and emerging technologies and evaluates their impact on DOE networks and systems. Serve as a leader or member on various standing information technology management boards, committees and working groups as well as ad-hoc groups convened by DOE offices. Prepare and provide briefings to leadership on assigned programs and projects; review, prepare and coordinate correspondence, reports, memoranda, directives, regulations, policies and procedures pertaining to assigned technical areas; and furnish information in response to inquiries regarding DOE policy and guidance with respect to assigned organization and IT functional areas. BASIC REQUIREMENTS Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience for this position is defined as:
Developing, justifying, managing, and executing IT budgets. Preparing presentations or briefings on all aspects of IT projects to inform management. Managing IT projects to ensure that schedules are met, guidelines are adhered to, and performances are of adequate quality. Analyzing incidents of enterprise users to resolve customer issues. Knowledge of the budgetary and financial management principles and techniques sufficient to develop, justify, and reconcile IT budgets. Knowledge and understanding of the federal acquisition management policies and procedures to actively participate in contract meetings. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
