Mathematical Statistician

As a Mathematical Statistician, you will:
Provides professional mathematical statistician services that entail planning, developing, and carrying out duties to ensure that new and evolving nuclear materials database systems and data elements are developed and maintained to support Departmental missions and objectives regarding nuclear materials management, safeguards and security, nonproliferation, international safeguards, and financial reporting. Develops, implements, and maintains policies and procedures to assure that NMMSS and NMIA reports are timely, appropriately reviewed and that any data contained in NMMSS and NMIA reports released to uncleared individuals are reviewed by the Office of Classification and senior management prior to release to the general public. Develops, maintains, and evaluates analytical and predictive models designed to determine future effects of changes in supply, demand, or policies concerning nuclear materials managed by the Department. Evaluates foreign peaceful use obligations attached to imports and exports to and from U.S. nuclear material licensees and government owned sites and ensures their attachment to relevant NMMSS inventory records. Evaluates use restrictions placed on DOE nuclear material inventories by the President or Secretary of Energy and ensures continued compliance with these restrictions. Basic Requirement:
Degree:
that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. Or; Combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA Demonstration Project pay band or GS grade level in the Federal Service, i.e., NQ-02, NN-03 or GS-12. Experience includes applying advanced statistical techniques to experimental design, data analysis, sampling, forecasting, quality control, and operations research to solve novel or obscure problems; developing and/or presenting professional papers or reports on statistical studies or surveys; provide technical expertise to support complex statistical analyses; serve as a technical expert on various statistical analyses and methods; plan and execute a variety of complex projects and develop recommendations requiring technical and administrative judgment; demonstrated experience applying a Systems Development Lifecycle to complex data management systems in support of data acquisition, validation, reconciliation, and statistical analyses; demonstrated ability to develop predictive models as well as design data sampling plans to assess the demand and supply for materials critical to national security; demonstrated ability to apply statistical methods in support of financial analyses to support project oversight; detailed understanding of Monte Carlo simulations and the ability to apply the technique to support project risk minimization; experience auditing forecasting and reconciliation systems and procedures and identifying new procedures for automated or computer-assisted statistical surveys; experience in substitution analysis and use of statistical methodologies to ensure planned exchanges of items meet established criteria for exchange. Mastery level knowledge of advanced mathematical and statistical principles, theories and methods, as well as research techniques, used in nuclear materials control and accountability functions at the agency site, national, and international levels, as applied to operations and functionality of the NMMSS, NMIA and other Departmental nuclear material database systems. Knowledge of the operations of current NMMSS and NMIA database systems to provide technical direction to the NMMSS operating contractors, and prioritize work and resolve conflicting and/or complex problems and issues related to operation and maintenance of these systems. Knowledge of policies governing management, tracking and exchange of peaceful use encumbrances placed on DOE/NNSA owned nuclear materials and DOE/NNSA safeguards and security requirements, practices, policies, and issues, in order to serve as a recognized authority and provide guidance in this area to ONMI management. Knowledge of foreign obligations for peaceful use of nuclear materials, specifically how obligations are originated as well as management, tracking, exchange and accounting to ensure compliance with U.S. nuclear cooperation agreements and international treaties. Authoritative knowledge of the DOE nuclear material inventory data management and special purpose databases, and their interrelationship with the other inventory databases sufficient to provide authoritative advice, guidance and leadership to headquarters management and field offices in the statistical processes, methods and techniques utilized to manage and control nuclear material inventories.
