As an Auditor, you will perform the following duties:
Coordinate and conduct performance and financial audits performing systematic examinations and appraisals of financial-related records, reports, management controls, and policies and practices, which reflect the financial condition of assigned organizations and activities, contractors and grantees. Collect and analyze data pertaining to NOAA programs and operations to assess the achievement of program objective, adequacy of internal controls, resource utilization, and compliance with applicable laws, regulations, policies and procedures. Conduct and/or participate in interviews with NOAA officials, managers, and others and documents the interviews. The duties are at the full performance level and the ZA-2 are developmental leading to such performance at the ZA-3 level. To qualify for the 0511 series:
1. Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR 2. Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
o Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.o A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; oro Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester- hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. -AND- SPECIALIZED
Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. To qualify at the ZA-2 or GS-9 level:
SPECIALIZED
Experience:
One full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-7 in the Federal service. Specialized experience MUST include all of the following:
o Assisting with the performance of financial audit tasks in accordance with established accounting and auditing standards, such as Generally Accepted Accounting Principles (GAAP) or Generally Accepted Government Auditing Standards (GAGAS);o Reviewing financial records and examining or testing the financial reporting tools of the organization; ando Preparing reports that describe or document the auditing process and related conclusions or recommendations. OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. OR A combination of education and experience. NOTE:
only graduate level education in excess of one year is qualifying for combination. To qualify at the ZA-3 or GS-11 level:
SPECIALIZED
Experience:
One full year (52 weeks) of specialized experience equivalent to ZA-2 or GS-9 in the Federal service. Specialized experience MUST include all of the following:
o Performing financial audit tasks in accordance with established accounting and auditing standards, such as Generally Accepted Accounting Principles (GAAP) or Generally Accepted Government Auditing Standards (GAGAS);o Analyzing financial-related records and examining or testing the internal controls over the financial reporting of the organization;o Preparing reports of financial audit findings and providing recommendations based on information gathered; ando Performing or documenting financial audit interviews with organizations and preparing interview summaries/reports. OR Ph.D or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree. OR A combination of education and experience. NOTE:
only graduate education in excess of two years is qualifying for combination.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
