Personnel Security Specialist

As a Personnel Security Specialist, you will:
Serves as Personnel Security Specialist for operations carried out in the Office of Headquarters Personnel Security Operations reporting to the Office Director on the status of workflow, special projects and day-to-day tasks assigned to personnel in the office, with recommendations to resolve any problems arising during the course of operations. Oversees, manages, assists with, and tracks coordination of, transition to, and implementation of the National Background Investigation System, manages and implements all Security Executive Agent Directives (SEADs) issued by the Office of the Director of National Intelligence, to include but limited to, Continuous Evaluations, Reporting Requirements, and Reciprocity, as well as oversees all administrative review cases, interim security clearance requests, Freedom of Information and Privacy Act requests, Congressional requests, the Reinvestigation program, the Classified Visit program, the budget, and all other Office-related tasks. Represents the Office of Headquarters Personnel Security Operations on committees and working groups involved with Personnel Security issues and topics, with responsibility for developing and recommending solutions to problems in program operations and ideas for improving the effectiveness and efficiency of operations. Oversees, tracks, screens, and evaluates reports of investigation in cases involving requests for, or continuance of Q or L security clearance in compliance with the National Security Adjudicative Guidelines (SEAD #4), in compliance with Title 10, Code of Federal Regulations, Part 710, DOE Order 472.2, and other applicable regulation. In the absence of the Director, prepares, reviews, and signs correspondence necessary for the Personnel Security program, to include Letters of Interrogatory, Congressional notifications, and Psychiatric Evaluation requests and may act as and represent the Office Director in meetings and other interactions with officials of DOE, other Government agencies, the White House, Congress, State, and local agencies, and the private sector. Specialized experience for this position is defined as:
Experience as a Personnel Security Adjudicator/ Processor in the personnel security element of a comprehensive safeguards and security program. Demonstrated application of critical thinking and analytical skills in the area of personnel security theory, certification as a personnel security processor and adjudicator, the review and adjudication of security investigations and security incidents, the review and administration of an individual's clearance level, the storage and safeguarding of sensitive documents/information and classified information, and the ability to resolve and/or recommend adjudication of complex access authorization and Homeland Security Presidential Directive 12 (HSPD-12), Personal Identity Verification cases, to include the ability to schedule and conduct personnel security interviews. Demonstrated advanced-level experience with personnel security systems and databases to include:
Central Personnel Clearance Index or equivalent system, Central Verification System, Joint Personnel Adjudication System, USAccess, and Electronic Questionnaires for Investigations Processing. Demonstrated advanced-level ability to interpret and apply personnel security and safeguards and security guidance to include:
Atomic Energy Act of 1954, Executive Orders 12968, 10450, 13476, & 13764, 5 CFR 731, 10 CFR 710, 5 CFR 1400, Security Executive Agent Directives, HSPD-12, Office of Personnel Management's Springer Memorandum, the Identity, Credential, and Access Management, and DOE Orders 472.2 and 206.2. Mastery knowledge of the provisions of all national and Departmental level policies, including but not limited to all Security Executive Agent Directives issued by the Office of the Director of National Intelligence, 10 CFR 710, Executive Orders, Federal Personnel requirements, and applicable DOE directives sufficient to perform personnel security duties. Comprehensive knowledge of the concepts, mission, objectives, and requirements of both national and Departmental programs dealing with personnel security and those areas of other security disciplines (such as counterintelligence, operations security, classified information control, physical protection, etc.) as they relate to assignments. Mastery knowledge of analytical and evaluative principles, processes, and techniques and the methods used to gather, analyze, and evaluate significant and/or controversial information, together with a high order of analytical ability, sufficient to evaluate information involved in security investigation cases and reports. Advanced level ability to work effectively with management officials within the Department and at other Federal agencies sufficient to provide expert advice, guidance, and assistance on assigned activities. Advanced level ability to communicate effectively with, and advise senior DOE officials, program managers, specialists, and contractor personnel in order to reconcile differing or conflicting technical viewpoints; ability to organize information and present cogent arguments and statements of position; to defend, clarify, negotiate, and justify recommendations; and to write succinctly and clearly. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations.
