As a Security Specialist, you will:
Assist the DOE Environmental Management HQs Security Officer (HSO) in the development and implementation of policies related to personnel security; badging and access controls; foreign assignees and visitor management; key, lock and combination control; classified information protection and handling; unclassified information protection and handling. Assist the DOE Environmental Management HQs Security Officer (HSO) in surveys and assessments; on-site and off-site meetings and conferences; security awareness training; security incidents, infractions, and violations; insider threat; foreign and domestic travel; occupant emergency plan; and the Environmental Management HQ industrial security program. Work closely with other Safeguard and Security subject matter experts to identify, plan, and develop program policy and guidance necessary to achieve Environmental Management strategic vision, goals, and milestones. Assist in the development of Safeguard and Security guidance and technical direction to DOE HQ and Environmental Management field sites on matters of Safeguards and Security policy, program integration, and funding and schedules; in addition, review, implement, and maintain program compliance. Identify and perform specific required training; participate in DOE and Environmental Management working group discussions, serve as liaison and advocate between Environmental Management Program Offices and the Department and serve as a technical point of contact for outside organizations for issues regarding the Safeguard and Security program. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR At least one year of specialized experience equivalent to at least the GS 9 grade level in the Federal service. Specialized experience is defined as experience implementing policies related to personnel security; badging and access controls; foreign visits and assignments; key, lock and combination control; and unclassified and classified information protection and handling. Knowledge on a wide range of concepts, principals, and practices of Security administrative programs in order to develop new methods, approaches, or procedures. Skill in generating comprehensive analysis of technical policy issues and offering new and innovative solutions. Ability to communicate orally, in writing and make clear and convincing presentations to advocate, defend, clarify, negotiate and justify recommendations. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
