As a Records and Information Management Specialist, you will:
Provide authoritative advice and guidance for the EM Records Management Program(s). Serve as a technical authority and advisor to EM employees on matters related to the management of EM records, including electronic media, vital and historical records. Keep senior management informed on current and projected program issues, operational requirements, legislative proposals, and regulatory changes that impact the program. Ensure compliance with and enforcement of DOE/Federal policies and rules governing records management program requirements. Ensure all pertinent records management program factors and requirements are considered in all IM/IT acquisitions. Work closely and proactively with legal counsel within EM to ensure that records/information assets are managed to ensure government accountability, protect the interests of the public, and mitigate records-related litigation risks. Create evaluation criteria and, using innovative quantitative and qualitative analytical techniques, assess Records Management Programs across the EM complex on a three year cycle. Prepare reports of findings to management and work with sites to implement improvements. Represent the EM Records Management Program with the Department of Energy (DOE), the National Archives and Records Administration (NARA), the Office of Management and Budget (OMB), the Department of Justice and other Federal agencies as required, and the general public. Utilize communication avenues for transmitting records management guidance to the EM community. Experience leading and/or participating in managing, monitoring, analyzing, and evaluating programs and policies for Record and Information Management, including measuring operational effectiveness, interpreting policy, communicating the results of analytical work, providing guidance and defining operational practices. Knowledge of the laws, regulations, and broad principles that govern Federal records management to direct and oversee program implementation and execution. Knowledge of 44 USC, Chapter 31, Federal laws, statutes, and Executive Orders, and DOE regulations, policies and rules governing records management program requirements. Ability to apply records management concepts to the capital planning and investment control process for major information management systems. Skill to apply analytical and evaluative methods; such as evaluating alternative methods of operation, determining benefits and costs of accomplishing work in-house or through contracting, developing intricate work schedules, and tracking progress and performance ratings. Ability to develop grammatically correct and effectively written documents such as Orders, Notices, guidance documents, and presentations. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
