As the Director, Facilities Division, you will:
Provide day-to-day operational oversight and management of ASCR's strategic high performance computing, data and networking facilities, ASCR's scientific resource allocations programs and project management oversight for facility upgrade projects to support more physically-realistic scientific simulations and models Coordinate all aspects of program plans for the Office and represents the Office in strategic planning for the organization and DOE Work with the staff to formulate cross-cutting program plans and with staff from across DOE to assure that plans are consistent with the long-term mission and available resources of the Office and DOE Determine the financial and personnel resources needed to achieve Facilities Division mission objectives and support mission operations; identifies the need for major organizational improvements and develops the requisite plans and directs implementing actions Plan, develop, and implement vital, productive, forefront cyber security implementation and high performance computing, data and networking facility programs conducted in DOE laboratories, universities, and other public and private institutions Review and make final approvals on staff recommendations concerning cyber security research and high performance computing and networking facility agreements and individual proposals for facility projects Implement rigorous merit evaluation using independent peer review for all new and ongoing activities supported in accordance with the requirements identified in the Code of Federal Regulations for the grant program and published guidelines for the DOE laboratory programs and facilities Advise and assist the Director of ASCR in the formulation and management of new programs and policies, responds to policy questions, resolves management problems, and keeps the head of the organization informed of the progress and prospects of activities in the area of responsibility as well as alerting the organizational head of looming issues and problems Represent and speaks for DOE and SC at meetings and conferences with high-level government officials, professional societies, coordinating committees, task forces, and various other entities, including national entities in matters pertaining to the high performance computing and networking facilities, cyber security research and computational science workforce development. MANDATORY TECHNICAL QUALIFICATIONS (MTQs):
In addition, applicants must specifically address the following technical qualifications which represent the specialized knowledge, skills, and abilities to perform the duties and responsibilities of the position. MTQ 1:
Demonstrated knowledge of and experience in strategic planning, budgeting, project management, and executing the activities required to implement computation, data, and networking tools for high performance computing and networking facilities that provide scientists with the balanced interconnected ability to model, simulate, and predict complex phenomena. MTQ 2:
Demonstrated capabilities in evaluating program information systems that informs the degree of effectiveness as it relates to use of resources, providing analytical studies that assist in formulating, coordinating and directing activities, as well as identifying the future direction of complex interdisciplinary research programs at both the agency and national levels. MTQ 3:
Knowledge and understanding of the physical sciences and computer science disciplines sufficient to develop a computational science workforce and cyber security programs, while serving as an expert on those programs when interacting with high-level/senior government officials, professional societies, and various other entities.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
