As a full performance, GS-0560-14, Budget Analyst you will:
Identify, develop, coordinate budget formulation actions. Review and analyze budget inputs. Edit narrative justifications for budget submissions to ensure accuracy. Analyze budget estimates to reconcile estimates with expenditures and anticipated changes. Recommend corrective action as necessary. Provide a wide variety of analytical and administrative duties connected with formulation, justification, execution, and review of annual and multi-year budgets. Provide expert advice and direction to management and program staff on budget requirements, total allowable spending, development of budget requests, and related documents. Serve as a point of contact for financial and budget matters and as a lead for the Division on organization/agency wide initiatives on issues such as a new management information and financial management systems development. SPECIALIZED EXPERIENCE REQUIREMENTSA qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. To quality for the GS-13 grade level, you must demonstrate at least one year of specialized experience equivalent to the GS-12 grade level. Specialized experience is defined as:
Providing advice concerning complex situations associated with finance and budget. Utilizing a variety of automated systems to design, create, deploy, and maintain spreadsheets, control tables, databases, trend and variance analysis to formulate, execute and analyze the budget. To quality for the GS-14 grade level, you must demonstrate at least one year of specialized experience equivalent to the GS-13 grade level. Specialized experience is defined as:
Reviewing and editing narrative justifications for budget submissions from various organizational components and designated program offices to assure accuracy of estimates and program/budget logic and data, completeness of material, and conformance to budgetary policy. Providing advice concerning complex situations associated with finance and budget. Utilizing a variety of automated systems to design, create, deploy, and maintain spreadsheets, control tables, databases, trend and variance analysis to formulate, execute and analyze the budget. Tracking pending authorization and appropriation legislation through Congress and preparing special reports and summaries regarding the nature of possible impact of legislation for use in budget planning. Knowledge and understanding of Federal budget process in order to develop , present, justify and execute program budgets Knowledge of Microsoft Office Suite, design and manipulation of pivot tables, Power Point, and use of advances formatting and formulas in Excel Ability to provide advice and guidance in relation to planning and budgeting for a national program Skill and ability to communicate orally to make clear and convincing presentations and in writing to prepare documents explaining complex technical issues Experience refers to paid and unpaid experience. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
