As an Accountant, you will perform the following duties:
Serve as a senior accountant in the General Ledger Reporting Branch or Operations and Maintenance/Credit Reform Branch. Analyze, review, reconcile and report financial data to ensure accuracy, reliability and compliance with accounting standards and policies. Oversee the assignments of the team by providing guidance as well as giving feedback to the supervisor. Note:
The duties are at the full ZA-4 performance level, and the ZA-3 are developmental leading to such performance. The Financial Reporting Division (FRD) of the NOAA Finance Office maintains and analyzes the general ledger and associated subsidiary records needed to record, control, report and monitor the financial resources, assets, liabilities, costs, obligations, and income of NOAA, Bureau of Industry and Security (BIS), and Economic Development Administration (EDA). It prepares internal and external reports, including audited financial statements, which meet statutory and regulatory requirements. The division maintains liaison with other divisions within the NOAA OCFO, NOAA Line Offices, NOAA Staff Offices, NOAA Corporate Service Offices, counterpoints in the Department of Commerce, contract and Office of the Inspector General auditors, and other Departments and agencies. The Financial Reporting Division (FRD) includes 4 branches:

EDUCATION:
A. Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) OR B. Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that (a) the applicant has successfully worked at the full performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. To qualify at the ZA-3 or GS-11:
SPECIALIZED
Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-2 or GS-09 in the Federal service. Specialized experience MUST include all of the following:
Perform daily activities related to analyzing and reconciling financial reports; Apply accounting principles, practices, methods, and techniques to perform a variety of accounting assignments; Able to communicate complex technical accounting data in a professional manner and on a timely basis; and Able to meet tight accounting deadlines and work well in a team environment. -OR- SUBSTITUTION OF EDUCATION:
Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree. -OR- COMBINATION OF EDUCATION AND
Experience:
A combination of education and experience. NOTE:
only graduate level education in excess of two full years is qualifying for a combination of education and experience. To qualify at the ZA-4 or GS-13:
SPECIALIZED
Experience:
Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:
Advising on accounting issues pertaining to interpreting accounting reports and data; Analyzing accounting data to predict the effect of changes on operating costs and programs; Reviewing accounting systems; and Assisting in the development and/or installation of new systems.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
