Budget Analyst

As Budget Analyst you will:
Perform segments of assignments related to a variety of budgetary, administrative and statistical functions to support funding execution. Monitors the execution of funds and/or assigned program budgets to assure that funds are properly allocated, obligated, and expended in a timely and effective manner to achieve program goals and objectives, and comply with statute. Exercises and enforces budget controls through review and tracking of the obligation and expenditure of funds. Conducts recurring analyses of obligation and cost data to identify funding trends, patterns, and variances from planned program fiscal performance to monitor program and project performance and identify potential problems. Prepares special analyses of obligation and expenditure projections to assist management in decision making. Identifies and resolves accounting errors with the operations offices, laboratories and HQ accounting duties. Reviews, edits and provides recommendation to narrative justifications for budget submissions from organizational components to assure accuracy of estimates and program/budget logic and data; completeness of material; and conformance to budgetary policy, the organization, the agency, OMB, and Congressional requirements. To qualify for this position you must possess one or more of the following minimum qualifications by the close of the announcement:
SPECIALIZED
Experience:
A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level in the Federal service. Specialized experience for this position is defined as:
1. Performance of developmental assignments of moderate difficulty where work assignments consisted of analyzing and resolving routine budgetary problems, and 2. Assisting in the preparation of reports and briefings, and 3. Participating in special initiatives, studies and projects. OR EDUCATION:
Applicants must have successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. Such fields may include business administration, economics, accounting, governmental budgeting, and public administration OR COMBINATION OF EXPERIENCE/EDUCATION:
Successful completion of a combination of education and experience as described above. OR Superior Academic Achievement:
1. Graduated in upper third of the class OR GPA 3.0 or higher out of a possible 4.0 basedon 4 years of education or as computed based on courses completed during the final 2 years of the curriculum or 3.5 higher out of a possible 4.0 (B+ or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR a member in one of the national scholastic honor societies. -- If qualifying for this position using education you MUST submit your transcripts. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks. Ability to analyze and evaluate program effectiveness problems, trends, and significant program accomplishments Skill in gathering, assembling, and analyzing source of factual information, such as that found in accounting reports, payroll records, work reports, or inventory and supply data Skill in preparing written forms, schedules, and reports related to the obligation and expenditures of funds. Skill in assessing conformance and accuracy to budget submissions. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
