Information Technology Specialist

At the full performance level GS-13 Information Technology Specialist, you will:
Provide in-depth and independent technical guidance, services, technologies, advice, and recommendations to Department of Energy (DOE) senior leaders and act as a technical lead of federal and contractor IT professionals maintaining DOE systems, networks, and connectivity. Perform duties across specialized IT functions, which may include cybersecurity, network architecture, project management, data management, systems administration, and policy planning. Ensure continuity in operations and the rigorous application information management/information security/cybersecurity policies, principles, and practices in the delivery of planning and management services. Maintain an awareness of the interpersonal climates of the organization, DOE HQ, and other agencies involved with the mission of cyberseucirty and security risk mitigation. Serve as a leader or member on various standing information technology management boards committees and working groups, as well as ad-hoc groups convened by DOE offices. BASIC REQUIREMENTS Applicants must have IT-related experience demonstrating each of the four competencies listed below:

Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving- Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. GS-12:

Assisting in building or maintaining web sites using scripting languages to create content and manage digital media. Assisting team members in designing, developing and implementing enterprise information systems using program languages such as WordPRess, Adobe Creative Suite (Photoshop, Dreamweaver, and Illustrator), and HTML, CSS, SQL Server, JavaScript, Oracle, XML and jQuery to enhance the performance of business systems. Analyzing vulnerabilities of existing computer security programs to recommend new and/or improved software programs. Education cannot be substituted for specialized experience at the GS-12 grade level. GS-13:

Leading an IT project team or a segment in order to maintain quality and mitigate risk. Designing, building, or maintaining web sites using scripting languages to create content and manage digital media. Managing a team in designing, developing and implementing enterprise information systems using program languages such as WordPress, Adobe Creative Suite (Photoshop, Dreamweaver, and Illustrator), and HTML, CSS, SQL Server, JavaScript, Oracle, XML, and jQuery to enhance the performance of business systems. Monitoring and reviewing IT projects to ensure that schedules are met, guidelines are adhered to, and performances are of adequate quality. Education cannot be substituted for specialized experience at the GS-13 grade level. Skill in oral and written communication at varying levels in order to communicate with a variety of departmental organizations, regulatory agencies, and stakeholders. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
