Supervisory Accountant

As a GS-14 full performance Supervisory Accountant, you will:
Plan and assign work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work. Review, analyze, reconcile the balances and troubleshoot problems in the automated financial management system and subsidiary systems, research problems, determine and initiate corrective action, and perform follow up to ensure corrections have been processed properly. Provide expert advice and oversee functional areas such as specialized reporting, internal controls, fraud risk management and, data analytics and payment integrity. Analyze and interpret the data to report information and correct or explain data anomalies. BASIC REQUIREMENTS:
Degree:
Successful completion of a full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) OR Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Basic Requirements shown above, you must also meet the Specialized Experience as described below. SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is defined as:
Developing and recommending new policies, procedures to management to ensure effective and efficient financial management operations. Preparing analyses for financial audits and responding to audit findings to ensure compliance. Leading financial reviews. Ability to provide reliable and timely guidance to the Division Director and members of the Team, regional offices, operations offices, program officials, and all other levels of operating and management officials including Senior Executives in the Office of Finance and Accounting. Skill in management techniques relative to the reporting and comprehensive analysis of financial information based on FASAB standards, technical concepts and bulletins, DATA Act reporting requirements, automated system responsiveness to requests for financial information, the establishment of sound accounting policies, procedures, and methods. Ability to assign work based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Ability to provide recommendations on a wide range of accounting and fiscal matters to include developing new processes and procedures to resolve problems and to accommodate future requirements. Experience with OMB circulars such as A 11, A 123 and A 136 to help inform and identify recommendations to Senior Management. Knowledge of controls on the recording of financial data to assure the compliance with laws, rules and regulations, and the adequacy of financial data contained in the system to allow for comprehensive financial reporting. Ability to develop specifications and requirements of systems modifications, as well as the requirements for automated financial reporting systems, and serves as the functional expert in financial management reporting and provides expert advice on the application and impact of new legislation on new initiatives. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
