Financial Manager, ZA-0505-5 (DE/CR)

As a Financial Manager, you will perform the following duties:
Determine direction of staff resources; assist upper management; provide supervision and leadership to direct performance of overall operations; represent organization at meetings; facilitate knowledge sharing and information exchange; provide advice/guidance during performance of day-to-day activities; ensure that management is aware of potentially critical issues; serve as a liaison with other offices to coordinate actions and facilitate information exchange. Principal administrative adviser to top level managers, perform variety of budget analysis functions (formulation, presentation- enactment, or execution); provide procurement services; analyze and evaluate on quantitative/qualitative basis the effectiveness of program operations in meeting established goals and objectives. Provide program management support for large scale project and systems implementations as directed, identify and support business process reengineering efforts for the Finance Office, support the software development lifecycle (SDLC) and overall governance model utilized by the Finance Office, support special projects/studies as directed. Serve as technical authority on the financial systems ensuring compliance with regulatory requirements and implement recommendations and improvements to financial management systems based on systems requirement analysis studies. Experience:
Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.To qualify at the ZA-5 or GS-15 level:

Applicants must also possess one full year (52 weeks) of specialized experience equivalent to the next lower pay band ZA-4 or GS-14 in the Federal service. Specialized experience MUST include all of the following:
Administer the development and through analysis, to maintain and improve an integrated financial management system and operations for accounting, budgeting, and financial reporting; Utilize quantitative and qualitative financial and management data tools for reviewing financial operations to provide advice and recommendations to management to improve program efficiency; and Provide oversight of policy, to include advising, developing, coordinating and executing policy and procedures related to financial procedures and plans.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
