Supervisory Accountant

As a Supervisory Accountant, you will:
Oversee the day-to-day activities of the teams in the assessment and management of Office of Chief Finance Officer (OCFO) internal controls and risks, DOE payment integrity and analytics program, and payment services, audit coordination related to the Department of Energy's financial statements, and the compilation and publication of the Agency Financial Report (AFR) by planning work to be accomplished by subordinates, setting and adjusting short-term priorities, and preparing schedules for the completion of work. Identify developmental and training needs for employees, providing or arranging for needed training. Serve as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Serve as a principal advisor to the Deputy Director, Office of Financial Reporting and Business Analysis, as well as the Director in the Office of Finance and Accounting, on matters related to assessment and management of internal controls and risks for the OCFO, payment integrity program and payment services for the DOE enterprise, audit coordination related to DOE financial statements, and the compilation and publication of the AFR for the Department. Manage the activities of multi-disciplinary groups, as well as enlisting the support of senior subject area experts from outside the office to accomplish major assignments. Ensure processes in place to support accurate and complete payment services for the DOE enterprise, including the Power Marketing Administrations and FERC, in accordance with the Prompt Payment Act, Payment Integrity Information Act, Fraud Reduction and Data Analytics Act, OMB requirements, and Treasury Financial Manual, IRS Publications, and contract terms. BASIC REQUIREMENTS:
Degree:
Successful completion of a full 4-year course of study leading to a bachelor's or higher degree that included a major field of study in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) OR Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to the Basic Requirements shown above, you must also meet the Specialized Experience as described below. SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position is defined as:
Managing financial reviews, audits or studies and making recommendations for the resolution of identified deficiencies specifically in the area of improper payments and fraud. Interpreting the application of accounting and financial reporting policies and procedures to control reporting problems. Interfacing and communicating with oversight entities such as OIG and GAO auditors on audits and coordinating with OMB, and program and field offices on the disposition of comments received from these entities whether they are related to audits or the AFR. Knowledge and experience in developing guidance and plans related to the programmatic operations of payment integrity for DOE and integrity for DOE and internal controls for the OCFO. Ability to articulate DOE's position on various matters related to audits involving fraud and improper payments, and management performance presented in the AFR. Ability to communicate verbally and in writing with senior management at various management levels, contractors, auditors, vendors, and other Federal agencies. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
