Budget Analyst

As a Budget Analyst, you will:
Perform a wide variety of administrative and analytical duties connected with the formulation, justification, presentation, execution and review of budgets for an assigned programmatic or functional component of Department of Energy. Formulate, develop and implement justifications for requested funds. Develop budgetary analyses and special presentation materials as required for assigned program/functional accounts which may include detailed comparisons, trends that identify areas of specific increases or decreases, and short- and long-range budget projections. Review, analyze, and interprets existing and proposed legislation, appropriation language, execution orders, and Office of Management and Budget (OMB) circulars and bulletins to carry out the assigned budget functions. Identify, research, and present salient budget issues resulting from analysis of program resource requirements to ensure accuracy of program cost and revenue estimates and consistency with program objectives. Review, analyze, edits and consolidate budget submissions reflect the balanced, funding needs to DOE or assigned component of DOE. Review submissions for conformance with broad DOE budgetary policy and guidelines, adequacy of supporting narrative justification, mathematical accuracy, and accuracy of technical treatment and format. Develop and employ review techniques throughout budget formulation and execution processes, evaluate the rationale of budget estimates based on previous congressional action, DOE and OMB guidelines, and prior year performance. Develop new budgetary strategies and policies to address novel and complex budgetary issues and problems. Ensure that budget estimates, projections, and submissions conform to requirements, guidelines, and financial objectives. SPECIALIZED EXPERIENCE REQUIREMENTS:

Preparing, reviewing and interpreting apportionment and reapportionment schedule, such as the SF-132, on a regular basis to ensure approval of accurate approval of apportionment authority. Preparing reports, such as SF-133, on budget execution of budgetary resources to ensure budget execution in adherence to applicable finance laws and regulations. Utilizing a source of guidance and information concerning standard accounting practices, such as the U.S. Standard General Ledger (USSGL), to perform routine work in budget execution practices. GS-13:

Analyzing and evaluating apportionment and reapportionment schedule, such as the SF-132, for accuracy and compliance with laws and regulations. Preparing and reviewing reports, such as SF-133, on budget execution of budgetary resources to ensure budget execution does not exceed Apportionment and Reapportionment authority. Utilizing a uniform chart of accounts and technical guidance for standardizing federal agency accounting, such as the U.S. Standard General Ledger (USSGL), in routine work to maintain budgetary accounts. Knowledge of laws, regulations and guidelines governing Federal acquisitions and use of Federal funds, such as OMB Bulletins and Circulars, especially A-11, and Congressional budgetary requirements either in the form of legislation or other communications. Knowledge of mathematics and quantitative analysis to make adjustments and recommendations for budget plans and funding actions. Skill in oral and written communication to justify, defend, present and convey program budget information, to diverse audiences and to serve as a budget spokesperson or resource on behalf of assigned programs in meetings with the Department, to brief program managers, other senior management, and other officials scheduled to testify on behalf of budget requests during hearings. Knowledge of Congressional budget process and strategies of budget presentations to develop, consolidate and edit budget justifications and reports submitted by program managers that will be accepted by an organization, OMB and Congress. Skill in analyzing program goal/budgetary relationships to relate annual, multi- and no-year funding availability to ongoing and projected activities of assigned organizations to provide expert advice to program managers and independent recommendations to senior Department staff. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
