As a Management and Program Analyst you will:
GS-13 Serve as an analyst and advisor to management and provides technical guidance and advice on methods or procedures of analysis to accomplish the mission; foresee the pros and cons of alternative solutions and explains these to other program and management analysts. Formulate and identify the operational and analytical techniques for accomplishment of project objectives to produce reliable findings; Provide advice and guidance on alternatives and resolutions to problems. Identify, develop, analyze and evaluate new or modified administrative program policies, regulations, goals, or objectives for use in the management and direction of programs; analyze management information requirement to develop program or administrative reporting systems. Serve as the primary program support in financial planning and management. GS-14 Serve as an analyst and advisor to senior program officials with responsibility for analyzing and evaluating a major mission critical program. Provide support for program planning and analysis, program coordination, oversight and guidance on infrastructure and security mission requirements; and serve as principal communication support specialist for program priorities and budget. Interpret, review and analyze policies, regulations, procedures and systems requirements to determine the impact on local operations and is responsible for their effective application. Serve as the lead expert in financial planning and management; budget preparation; justification coordination and execution. Knowledge of the concepts, principles, practices, laws, policies and regulations covering the Federal budgetary process, including those relevant to construction projects Comprehensive knowledge of the missions, objectives, policies, projects, and programs assigned; the schedules for key milestones; the available resources; and management's commitments as well as the range of administrative laws, policies, and regulations applicable to the assigned organization/program. Expert knowledge of the concepts, principles, practices, laws, policies and regulations covering the Federal budgetary process, including those relevant to construction projects. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
