Nuclear Engineer

As a Nuclear Engineer, you will:
Lead teams of the Department of Energy (DOE) and contractor technical experts on a regular and recurring basis, in the conduct of, and/or conducts personally, investigations, reviews, and associated technical analyses at DOE's nuclear and non-nuclear facilities and laboratories. Evaluate contractor management procedures, and practices of the facility and the effect of these relationships on the safety of operations to determine the status of compliance with nuclear safety rules. Serve as a team leader responsible for providing guidance and advice; integrating team efforts to ensure systematic thorough, and professional performance of investigations, inspections, and reviews; ensuring that enforcement conclusions are sound, factually based, and validated with the site; and collaborating with site management officials and their staff to assure that team activities do not disrupt ongoing operations. Serve as a Senior Nuclear Safety Enforcement officer in the area of nuclear safety operations. Advise the Director, Office of Nuclear Safety Enforcement (EA-12), on whether a contractor is adequately ensuring nuclear safety. This work involves reviewing reports provided by contractors and DOE field elements and ensuring that the nuclear and radiological safety of DOE facilities, programs, projects and activities are properly analyzed, evaluated, documented, and approved, and that facilities and systems are designed, contracted, operated, maintained, decontaminated, decommissioned, and environmentally restored in a manner that provides adequate health and safety protection in accordance with DOE nuclear safety rules. Provide expert advice and direction for more complex technical enforcement investigations and/or inspections to determine contractor compliance with DOE's nuclear safety rules. Present results to DOE and Field managers as appropriate. Testify in Court before Hearings Examiners or Administrative Law Judges when requested. For the Nuclear Engineer, GS-0840, you must possess the following Basic Requirements:
A. Degree:
Engineering. To be acceptable, the program must:
(1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics:
(a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions; or Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico; or Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A; or Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. In addition to meeting the Basic Requirements described above, you must also meet the Specialized Experience Requirement described below. SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the position to be filled. GS-14:

Collecting and performing evaluations of nuclear safety or radiological control programs at nuclear facilities to ensure compliance with established requirements. Participating in inspections, evaluations and assessments of a radiological control programs at nuclear facilities to ensure compliance. Analyzing and evaluating facility operations to identify any design, construction or operation practices that may violate safety regulations and laws. Preparing briefings or reports on the findings of nuclear facilities investigation(s) for management decision. Knowledge of nuclear safety regulations, policies, and procedures sufficient to evaluate whether nuclear safety requirements are being followed in assigned areas. Skill in serving as a recognized technical expert in resolving controversial or novel problems of unusual size and complexity involving projects such as planning and directing scientific and engineering radiological safety evaluations. Ability to apply fiscal and administrative policies, procedures, and practices sufficient to participate in the technical management of the nuclear safety investigation effort. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check will bounce and the victim is left responsible.
