Budget Analyst

As a Budget Analyst, you will:
Monitor the execution (obligation and expenditure) of funds for the Office of Science to assure that funds are properly allocated, obligated, and expended in a timely and effective manner to achieve program goals and objectives, and comply with statute. Conduct recurring analyses of obligation and cost data to identify funding trends, patterns, and variances from planned program fiscal performance to monitor program and project performance and identify potential problems. Assist senior budget personnel in providing a wide variety of administrative and analytical duties connected with formulation, justification, execution, and analysis of annual and multi-year budgets. Review and edit narrative justifications for budget submissions from organizational components to assure accuracy of estimates and program/budget logic and data; completeness of material; and conformance to budgetary policy, the organization, the agency, OMB, and Congressional requirements. Develop support documents to reinforce narrative justifications or SC goals. These documents include research and development analyses; crosscuts; obligation by contractor and location; cost-by-state reports; facilities data, and other supporting documentation. Experience in formulating, justifying, executing, and analyzing no-year and multi year budget segments for programs and experience making recommendations that may affect programs and their funding. Knowledge and skill in applying electronic software to complete budgeting actions like of the Microsoft Office Suite including the design and manipulation of pivot tables, preparation of presentations using Power Point, and the use of advanced formatting and formulas in Excel. Skill in applying budget formulation, execution, and program analysis policies, procedures, methods, and guidelines to programs with national and international significance Skill in effectively communicating in writing to prepare reports and funding plans; Ability to effectively communicate orally to make clear and convincing presentations in order to defend, clarify, justify recommendations, negotiate alternative solutions, and negotiate alternative solutions, and provide expert advice and guidance. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
