Director, Finance

The Director of Finance serves as the top technical expert overseeing all the financial management programs for the bureau, advising senior leadership on the full range of financial matters, including internal control measures, and building consensus among executives, senior managers, and internal or external stakeholders regarding strategies that contribute to accurate financial statements. The Director ensures internal controls of funding are in place of over $5 billion each year and develops, implements, and monitors internal controls; The Director is directly responsible for providing the bureau's consolidated financial statements and portions of the annual accountability report, making sure that external reports are accurate and timely; Develops and analyses any significant impact on the bureau's financial controls resulting from revised legislation, policies, procedures and requirements and provides guidance regardng financial controls during implementation or upgrade of administrative and business systems. The Director will review, evaluate and approve financial reporting systems and controls to ensure the effectiveness, soundness and efficiency of the bureau's financial programs, is responsible for safeguaring the bureau's assests and resources against fraudulent activities; provides technical policy, procedure, guidance and financial management leadership on the overall fiscal and accounting matters and conducts and participates in senior level decision-making sessions to resolve problems and implement solutions. The Director serves as a member of the DOC Financial Management Council and the DOC Accounting Officers' Council and ensures that financial management and accounting policies formulated by these councils will meet NOAA's financial management and accounting needs. The Director develops and/or oversees the processes that ensure robust monitoring of financial transactions and budget execution to achieve complete compliance with applicable laws and regulations as well as internal and external policies. To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications (ECQs) and Professional/Technical Qualifications (PTQS) listed below. HR SPECIALIST ENTERS IN PTQsPTQ 1 - Broad senior-level experience leading financial planning, operations and management processes within a large complex organization and in modernizing policies and procedures to support systems transitions.PTQ 2 - Ability to oversee and carry out detailed financial management of centralized and decentralized financial management programs including providing effective financial management advice and assistance to senior management officials.PTQ 3 - Knowledge of internal control policies and concepts including developing and implementing an organization wide strategy to document, test, and evaluate internal controls; and developing and implementing corrective actions for internal control deficiencies.NOTE:

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
