Accountant

This is a developmental position with promotion potential to the Accountant, GS-0510-12. At the lower grade levels, the selectee will perform developmental assignments under close supervision than that's required at the full performance level of a GS-12. Assignments become progressively more difficult until the next performance level is reached. At the full performance GS-12 level, you will:
Examine accounting source documents for adequacy and propriety and ensures that these can properly substantiate accounting transactions. Ensure that payments are processed in compliance with accounting principles, Department of Energy (DOE) internal controls, Prompt Payment Act, Treasury regulations, and Office of Finance and Accounting's (OFA) policies and procedures. Independently reconciles differences among the automated accounting system's General Ledger, Accounts Payable and other subsidiary data modules and accounting records, and initiates corrective actions. Completes various data quality reviews and reconciliations pertaining to the Department's payment activities. Provide guidance to Headquarters and other Field Office personnel on regulations, Comptroller General Decisions, DOE policies, procedures, and controls pertaining to office functions. On an ongoing basis, performs independent reviews of the OFA's accounting practices, operations and internal controls, and assesses whether they are in compliance with generally accepted accounting principles and practices and/or DOE directives and/or they are effective and reasonably efficient. Participate with other Federal agencies and Treasury/OMB/FASAB in various interagency work groups and meetings to improve financial reporting and/or resolve issues. Assure new financial reporting requirements and standards are being met by engaging in process and system changes. Assist in the enhancement, adaptation, installation, conversion, evaluation and/or modification of accounting systems by testing various systems functionality. Assist in the enhancement, adaptation, installation, conversion, evaluation and/or modification of the accounting system, FAST, DOE-PAC and VIPERS by testing various system functionality. BASIC REQUIREMENTS:
Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) OR Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting basic education qualification requirements described above, applicants must have at least one year of specialized experience or additional education as defined below. SPECIALIZED EXPERIENCE REQUIREMENTS:
Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. GS-7:

Performing routine accounting assignments including interpreting and applying accounting policies and procedures. Performing account reconciliations, and processing data into the financial and accounting systems. Reviewing and compiling financial statements, footnotes, and reconciliations using an automated financial system. OR One full year of graduate level education OR A Bachelor's degree with superior academic achievement demonstrated through class standing (upper third of graduating class); grade point average (a GPA of 3.0 or higher out of a possible 4.0 based on 4 years of education of courses completed during the final 2 years of the curriculum; or a GPA of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum); or election to membership in a national scholastic honor society. Membership in a freshman honor society cannot be used to meet this requirement. GS-9:

Using automated systems to analyze accounting data transactions files to ensure accuracy of ledgers, accounts, summary report and financial statements. Preparing accounting data, financial records, and reports. Interpreting financial management policy in order to provide accounting advice. OR 2 years of progressively higher level graduate education leading to a master's degree. OR Master's or equivalent graduate degree. Knowledge of computer capabilities, code structures, etc., to develop and design computer-prepared reports and to utilize ADP technology to facilitate data collections, financial analyses, etc. Knowledge of legislative and administrative processes, statutes, and regulations relating to accounting and other financial matters as directed by U.S. Government Accountability Office (GAO), Office of Management and Budget (OMB), Office of Personnel Management (OPM) and Treasury in order to effectively manage data and recognize deviations from requirements. Ability to gather, assemble, correlate, and analyze facts; draw sound conclusions, and make recommendations associated with improving the efficiency of work methods, procedures, and management control systems. Ability to clearly and effectively communicate (orally and in writing) accounting information, to report operational conditions, makes recommendations to mitigate problems, and/or to generate general office correspondence. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
