Personnel Security Specialist

As a Personnel Security Specialist, you will:
Support the Adjudication Team in security clearance and Homeland Security Presidential Directive-12(HSPD-12) credential cases. Maintain and create Personnel Security Folders (PSFs) in electronic format. Conduct data entry and electronic records activities as it relates to security clearance and HSPD-12 processing. Support processing activities to include requests involving security clearance and HSPD-12 credentials, classified visits, and reciprocity. Screen and evaluate reports of investigations in cases conducted by the FBI, OPM, NBIB, CIA, DSS, and other Government agencies relating to security clearance eligibility, completeness of investigative coverage, identify derogatory and mitigating information for adjudicating eligibility for access authorization and/or badging credentials. Prepare written reports of evaluation identifying security concerns, mitigating factors, and providing recommendations as how to best resolve concerns. Compare investigative information contained in PSF. Evaluate responses to interrogatories and provide recommendations. Arrange for psychiatric and/or psychological determination under appropriate authority. Experience using Electronic Questionnaires for Investigations Processing (e-QIP) System, USAccess and Central Verification System (CVS)/Joint Personnel Adjudication System (JPAS) systems, required. SPECIALIZED EXPERIENCE REQUIREMENTS Specialized Experience for the GS-11:
Must possess Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR one year of specialized experience equivalent to the GS-09 level or equivalent. Specialized experience is defined as experience as a personnel security adjudicator/processor in the personnel security element of a comprehensive safeguards and security program. Qualified candidates will possess the following specialized experience and training:
demonstrated application of critical thinking and analytical skills in the area of personnel security theory, certification as a personnel security adjudicator, the ability to schedule and conduct personnel security interviews, the review and adjudication of security investigations and security incidents, the review and administration of an individual's clearance level, the storage and safeguarding of sensitive documents/information and classified information, and the ability to resolve and/or recommend adjudication of complex access authorization and Homeland Security Presidential Directive 12 (HSPD-12), Personal Identity Verification cases. Specialized experience must also include:
Demonstrated fundamental awareness and novice-level experience with personnel security systems and databases to include:
Central Personnel Clearance Index or equivalent system, Central Verification System, Joint Personnel Adjudication System, USAccess, and Electronic Questionnaires for Investigations Processing . Demonstrated fundamental awareness and novice-level ability to interpret and apply personnel security and safeguards and security guidance to include:
Atomic Energy Act of 1974, Executive Orders 12968, 10450, 13476, & 13764, 5 CFR 731, 5 CFR 1400, 10 CFR 710, Security Executive Agent Directives, HSPD-12, Office of Personnel Management's Springer Memorandum, the Identity, Credential, and Access Management, and DOE Orders 472.2 and 206.2. Specialized Experience for the GS-12:
Must possess one year of specialized experience equivalent to the GS-11 level or equivalent. Specialized experience is defined as experience as a personnel security adjudicator/ processor in the personnel security element of a comprehensive safeguards and security program. Qualified candidates will possess intermediate-level experience and training in the specialized experience outlined in the GS-11 description. Qualified candidates will also demonstrate intermediate-level ability to interpret and apply personnel security and safeguards and security guidance outlined in the GS-11 description. Specialized Experience for the GS-13:
Must possess one year of specialized experience equivalent to the GS-12 level or equivalent. Specialized experience is defined as experience as a personnel security adjudicator/ processor in the personnel security element of a comprehensive safeguards and security program. Qualified candidates will possess advanced-level specialized experience and training outlined in the GS-11 description. In addition, qualified candidates will demonstrate advanced-level ability to interpret and apply personnel security and safeguards and security guidance outlined in the GS-11 description. Mastery of the general field of personnel security theories, methods and practices in addition to highly specialized requirements, demanded by nuclear defense and other programs, in order to resolve and/or recommend adjudication of complex personnel security clearances and to evaluate and resolve conflicting testimony or sources in complex clearance cases. Knowledge of personnel security policy requirements and processes to function as technical authority and expert. Knowledge of Executive Orders 10450, 10865, 12829 and 12968; Title 10 Code of Federal Regulations 710, the Security Executive Agent Directives issued by the Director for National Intelligence, the Atomic Energy Act of 1954, as amended, as it relates to access to classified matter of significant quantities of special of special nuclear material. Knowledge of policies, programs, and processes, as applied to specific operating requirements and work situations, in order to provide staff assistance and to evaluate investigative reports and other background data. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (ex:
Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
