As a Supervisory Information Technology Specialist, you will:
Develop innovative processes to increase efficiency and effectiveness across the DOE Enterprise. Specific tasks include:
Conducts agile leadership across product and program delivery, manages Identity, Credential, and Access Management (ICAM) Program, provides vendor outreach and engagement, coordinates with Enterprise partners. Participate with the personnel office in conducting position and/or management surveys; ensures that an efficient and economical position structure is established that will provide career and promotional opportunities and skills. Provide mentor, advice, and counsel to employees relative to work and administrative matters; hear grievances and serious employee complaints, and review disciplinary problems involving key employees; recognize accomplishments of employees and provide appropriate forms of recognition based on the impact to the office. Determine types of jobs needed; participates with personnel office in preparing job descriptions and reviews and approves same, based upon types of jobs established, determines qualifications and/or in-service placement assistance from the personnel office, interviews applicants referred and makes selections for appointments, promotions, etc. Approve multiyear and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Oversee the revision of long range plans, goals and objectives for the work directed. Support moderate to highly complex information technology projects spanning multiple functional areas to produce business solutions which address the enterprise IT needs. Uses a wide range of qualitative and/or quantitative methods for the assessment and improvement of complex systems and supports the development of detailed plans for implementing them. Work with Program teams and assists program partners to articulate and focus on a vision and strategy for lifecycle support of IT products and solutions. SPECIALIZED EXPERIENCE REQUIREMENTS:

serving as a technical advisor, managing the IT Sustainability Program; advancing the Department's mission through policy, standards, and service, improving the provision of information technology services and strengthen the agency's cybersecurity structure, providing exemplary direction of taxpayers dollars through innovative management and as a liaison for enterprise contracts and budget. In additional to the specialized experience identified above, candidates must identify each of the four competencies below, in their application package. Skill, knowledge and practices required to effectively oversee performance on major enterprise-wide information management projects. Mastery knowledge of administrative and information management functions as well as principles of and experience with portfolio, program and project management, to include economic analysis, management techniques for improving business processes and measuring and evaluating program performance. Mastery knowledge of principles and objectives of the utilization of information technology, including telecommunications and automatic data processing systems and their applications to systems designed to improve the performance of technical and management functions within and outside the Department of Energy. Skill in using agile project management techniques as applied to planning, budgeting and managing complex projects, programs and associated technology implementations. Experience refers to paid and unpaid experience. Examples of qualifying unpaid experience may include:
volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
