As an Auditor, you will perform the following duties:
Prepares internal audit coordination for internal control (OMB Circular A-123 Appendix A) and program reviews. Prepares work plan and program review plans, including scope, methodologies, schedules, work assignments, and work steps (to include the use of flow charting, statistical sampling, and automated data processing techniques). Assists in the development of the overall strategy for the expected performance and scope of internal audits, to ensure staff has level of knowledge of the audit entity to enable planning and performance of the audit according to generally accepted auditing standards. Works closely with NOAA line and staff organizations in the development and implementation of financial policy, procedures, and improvements to internal controls. Prepares and or reviews work papers assessing findings for final audit report, develops audit findings, and ensures sufficient, competent, and relevant evidence is documented to support audit findings. Prepares or assists with oral and written briefings to NOAA officials, managers, and others discussing work results, impact, and recommended solutions. These duties are described at the ZA-4, the ZA-3 is developmental in leading to such performance. This position has a positive Education Requirement in addition to at least one year of Specialized Experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. To qualify for the 0511 series:
A. Degree:
accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of education and
Experience:
at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester- hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. To qualify at the ZA-3 or GS-11/12 level:
SPECIALIZED
Experience:
In addition to meeting the Basic Requirements above, one full year (52 weeks) of specialized experience equivalent to ZA-2 or GS-9 in the Federal service. Specialized experience MUST include all of the following:
Assisting in the preparation of audit and/or project plans, including identifying the scope, objectives, and work steps; Performing financial audit tasks in accordance with established accounting and auditing standards, such as Generally Accepted Accounting Principles (GAAP); Analyzing financial-related records and examining or testing the internal controls over the financial reporting of the organization; and Collecting and recording financial audit findings with organizations and preparing interview summaries/reports. OR PhD or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or L.L.M. if related. OR A combination of education and experience. NOTE:
only graduate education in excess of two years is qualifying for combination. To qualify at the ZA-4 or GS-13/14 level:
SPECIALIZED
Experience:
In addition to meeting the Basic Requirements above, one full year (52 weeks) of specialized experience equivalent to ZA-3 or GS-11 in the Federal service. Specialized experience MUST include all of the following:
Preparing audit and/or project plans, including identifying the scope, objectives, and work steps; Analyzing financial program operations; Preparing reports of financial audit findings and providing managers with advice on and recommendations for the solution of problems in all phases of financial management; and Assisting in the development and implementation of financial policy.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
